Un saludo fraternal a todas y todos
La Delegación de Paz de las FARC-Ejército del Pueblo, quienes estamos llevando a cabo las conversaciones de Paz con el gobierno de Juan Manuel Santos, celebramos y apoyamos esta iniciativa de organizaciones sindicales, sociales y partidos políticos, como también de personas individuales, en apoyo al proceso de paz en Colombia. El apoyo internacional es de vital importancia para este proceso, y por lo tanto nos satisface recibir su misiva.
La Delegación de Paz de las FARC-Ejército del Pueblo, quienes estamos llevando a cabo las conversaciones de Paz con el gobierno de Juan Manuel Santos, celebramos y apoyamos esta iniciativa de organizaciones sindicales, sociales y partidos políticos, como también de personas individuales, en apoyo al proceso de paz en Colombia. El apoyo internacional es de vital importancia para este proceso, y por lo tanto nos satisface recibir su misiva.
Compartimos su visión sobre un cese bilateral de fuegos, para amainar el sufrimiento del pueblo colombiano y generar un ambiente propicio para el proceso de Paz; hemos hecho propuestas al gobierno en tal sentido pero, como ustedes saben, su negativa ha sido reiterada en varias ocasiones.
De igual forma, ratificamos nuestra convicción profunda de que el constituyente primario, que es el pueblo, debe tener amplia participación en la mesa. Estamos convencidos que una superación del conflicto únicamente será posible si la voz de la sociedad en su conjunto es tomada en cuenta por ambas partes. Concebimos la mesa como un canal a través del cual se puedan expresar las diferentes opiniones y propuestas de todas y todos los colombianos.
Por último, creemos de vital importancia el llamado que ustedes hacen a los gobiernos, organizaciones sociales y políticas y a los movimientos por la paz de acompañar, proteger e incluso exigir a las dos partes no levantarse de la mesa hasta encontrar una salida real al conflicto en Colombia. Una salida, que en nuestra visión, tiene que incluir justicia social, garantías para la participación política de todas y todos, y una transformación profunda de las estructuras económicas, políticas y sociales de Colombia, para poder construir un país nuevo, basado en el respeto y la igualdad.
Conscientes de que a pesar de las distancias y particularidades nos une un profundo sentimiento de solidaridad y una lucha común por un mundo mejor y una verdadera democracia, llamamos a los pueblos del mundo a levantar su voz en apoyo a la solución política del conflicto social y armado colombiano y a la construcción de una verdadera paz con justicia social.

REPLY TO THE APPEAL “PEACE IN COLOMBIA: A PROCESS TO SUPPORT”
The Peace Delegation of the FARC-EP, which is holding the peace talks with the government led by Juan Manuel Santos, greet and support this initiative in support of the Colombian peace process backed by trade unions, social organisations and political parties, as well as by individuals. International support is vital for this process and we are understandably pleased to receive your letter.
We
share your opinion on the bilateral ceasefire as a way to soothe the
sorrow of the Colombian people and thus create a favourable environment
for the peace process; we have made our proposals in this sense known to
the government but, as you may know, they have been rejected time and
again.
Likewise,
we ratify our deep conviction that the primary actor in this process,
that is the people, has to participate significantly on the
negotiations. We are persuaded that a real solution to the conflict can
only be found when the voice of the whole of society is taken into
account by both parties. We understand this negotiations as a channel
through which the different opinions and proposals of all Colombians can
find expression.
Finally,
we believe it to be of paramount importance the appeal of yours to
governments, social and political organizations, as well as the peace
movement, to accompany and protect the negotiations, demanding both
parties not to abandon the talks until a real solution to the Colombian
conflict is agreed. A solution which in our opinion has to be based on
social justice, guarantees for the political participation of everybody,
and a deep change of economic, political and social structures in
Colombia; it has to be based in respect and equality.
We
are aware that, in spite of the distance and some particularities, we
are bound by a profound sense of solidarity and a common struggle for a
better world and real democracy. We issue an appeal to all the peoples
around the world to raise their voice in support of the political
solution to the social and armed conflict in Colombia and for real peace
in social justice.

de vital importancia política, social y humanitaria la instalación de
los diálogos entre el Gobierno Colombiano y las Insurgentes Fuerzas

LLAMADO A FIRMAR
Las organizaciones sociales, partidos políticos, sindicatos, movimientos y personas que suscribimos la presente, respaldamos y consideramos que es de vital importancia política, social y humanitaria la instalación de los diálogos entre el Gobierno Colombiano y las Insurgentes Fuerzas Armadas Revolucionarias de Colombia FARC-EP, con la participación de los gobiernos de Cuba y Noruega como garantes y de Venezuela y Chile como acompañantes.
Saludamos la declaración del Ejercito de Liberación Nacional ELN, afirmando su disposición de participar en los diálogos e igualmente en la mesa para la búsqueda de una salida política al conflicto social y armado que se desarrolla en Colombia desde hace mas de cinco décadas.
Consideramos que el nuevo proceso de negociación entre el gobierno Colombiano y las insurgencias, son un aporte real y positivo a la estabilidad y desarrollo normal del devenir de la comunidad suramericana y un aporte a la solución de los conflictos regionales que tienen en peligro la PAZ Mundial.
Por lo que hacemos un llamado humanitario, para que las partes dialogantes, insurgencias y gobierno colombiano, muestren ante el mundo los deseos y anhelos de búsqueda de la paz; acordando un cese al fuego bilateral; lo cual generaría un clima más propicio para conversar y lograr acuerdos; evitando así una mayor degradación de la confrontación armada, cuyos efectos recaen sobre la población civil, no vinculada a dicha confrontación.
Exhortamos a la mesa para que se tome como insumos de las deliberaciones y decisiones, las propuestas de la sociedad civil colombiana, para que se consideren y se conviertan como elementos de legitimación democrática y popular.
Estamos convencidos que la Paz será estable y duradera, si se logra que toda la sociedad colombiana se sienta comprometida en la construcción de un nuevo país. Y si el Estado a través del Gobierno Colombiano ofrece las garantías democráticas a la participación político y social, a fin de evitar genocidios, como los ocurridos con la Unión Patriótica, A luchar y otras organizaciones defensoras de Los Derechos Humanos.
Es indispensable el acompañamiento y seguimiento de la comunidad internacional, a los acuerdos que resulten en la mesa de dialogo, hasta que se consoliden los cimientos para poner fin al conflicto social, político y armado que se vive Colombia.
En esa perspectiva, llamamos a los gobiernos, organizaciones sociales y políticas, a los movimientos por la paz, acompañar, proteger e incluso, exigir tanto al gobierno colombiano como a las insurgencias, mantenerse en los diálogos el tiempo necesario hasta encontrar una salida hacia la solución real al conflicto colombiano.

LA PAIX EN COLOMBIE: UN PROCESSUS A SOUTENIR
APPEL A SIGNER
Nous, signataires de cet appel, organisations sociales, partis politiques, syndicats, mouvements et individus, soutenons et considérons que la mise en place de pourparlers entre le gouvernement colombien et les Forces armées révolutionnaires de Colombie FARC-EP est d’une grande importance politique, sociale et humanitaire, dont les garants sont les gouvernements de Cuba et de la Norvège, auxquels se sont joints le Venezuela et le Chili comme accompagnateurs.
Nous saluons la déclaration de l’Armée de libération nationale ELN qui affirme sa disposition à participer également dans les pourparlers et dans la table de dialogue en vue de chercher une solution politique au conflit social et armé qui se déroule en Colombie depuis plus de cinq décennies.
Nous considérons que le nouveau processus de négociation entre le gouvernement colombien et les mouvements insurgés est une contribution réelle et positive à la stabilité et au développement normal de l’avenir de la communauté sud-américaine et une contribution à la solution de conflits régionaux qui menacent la paix mondiale.
Ainsi, nous faisons un appel humanitaire pour que les parties, les mouvements insurgés et le gouvernement colombien, démontrent au monde les souhaits et les désirs de paix en accordant un cessez-le-feu bilatéral. Ce geste développerait un climat propice aux discussions et à la conclusion d’accords en évitant une nouvelle dégradation du conflit armé, dont les effets retombent sur la population civile, non impliquée dans les affrontements armés.
Nous exhortons la table de dialogue pour qu’elle se base sur les propositions de la société civile colombienne lors des délibérations et des décisions, afin que ces dernières acquièrent une légitimité démocratique et populaire.
Nous sommes convaincus que la paix sera stable et durable si la société colombienne se sent engagée dans la construction d’un nouveau pays. Et si l’Etat, à travers le gouvernement colombien, donne des garanties démocratiques à la participation politique et sociale, afin de prévenir les génocides politiques, comme cela s’est produit avec l’Union patriotique, A luchar et d’autres organisations de défense des droits humains.
Il est indispensable que la communauté internationale accompagne et fasse un suivi des accords qui résulteront de la table de dialogue, jusqu’à la mise en place de bases solides pour mettre fin au conflit social, politique et armé que vit la Colombie.
Dans cette perspective, nous appelons les gouvernements, les organisations sociales et politiques, les mouvements pour la paix, à accompagner et protéger ce processus ; et même à exiger, tant au gouvernement colombien qu’aux mouvements insurgés, de maintenir les pourparlers le temps nécessaire pour trouver une solution durable au conflit colombien.

FRIEDEN IN KOLUMBIEN: EIN PROZESS, DER UNTERSTÜTZT WERDEN SOLLTE
UNTERSCHRIFTEN SAMMLUNG
Die sozialen Organisationen, politischen Parteien, Gewerkschaften, Bewegungen und Personen, die wir dieses Schreiben unterzeichnen, sind davon überzeugt, dass der Dialogbeginn zwischen der kolumbianischen Regierung und den Aufständischen Revolutionären Streitkräften Kolumbiens, FARC-EP, unter der Beteiligung der Regierungen Kubas und Nikaraguas als Bürgen sowie Venezuelas und Chiles als Begleiter, in politischer, sozialer und humanitärer Hinsicht äußerst wichtig ist.
Wir begrüßen die Erklärung der Armee der Nationalen Befreiung, ELN, in der sie ihre Bereitschaft kundtut, an dem Dialog sowie an den Verhandlungen für eine politische Lösung des sozialen und bewaffneten Konflikts, der seit mehr als fünf Jahrzehnten in Kolumbien vorherrscht, teilzunehmen.
Unserer Meinung nach ist der neue Verhandlungsprozess zwischen der kolumbianischen Regierung und den Aufständischen ein echter und positiver Beitrag zur Stabilität und normalen Entwicklung der Zukunft der südamerikanischen Gemeinschaft sowie ein Beitrag zur Lösung der regionalen Konflikte, die den Weltfrieden bedrohen.
Deshalb starten wir einen humanitären Aufruf, damit die Dialogpartner, Aufständische und kolumbianische Regierung, der Welt ihren Wunsch und ihre Sehnsucht nach Frieden zeigen, indem sie einen beidseitigen Waffenstillstand verkünden; was wiederum dazu beitragen würde, besser miteinander zu reden und Vereinbarungen abschließen zu können. Damit könnte auch vermieden werden, dass sich der bewaffnete Konflikt weiter verschärft, dessen Folgen die Zivilbevölkerung zu tragen hat, die nichts mit dieser Konfrontation zu tun hat.
Wir ermahnen die Verhandlungsrunde dazu, dass sie in ihren Beratungen und Entscheidungen die Vorschläge berücksichtigt, die von der kolumbianischen Zivilgesellschaft gemacht worden sind, und sie zu Elementen einer demokratischen Legitimation von Seiten der Bevölkerung macht.
Wir sind davon überzeugt, dass der Frieden stabil und dauerhaft sein wird, wenn sich die ganze kolumbianische Gesellschaft dazu verpflichtet fühlt, zum Aufbau eines neuen Landes beizutragen. Und wenn der Staat über die kolumbianische Regierung die demokratischen Garantien für eine politische und soziale Beteiligung sicher stellt, damit Genozide vermieden werden, wie sie mit der Unión Patriótica, mit A luchar sowie mit anderen Organisationen zur Verteidigung der Menschenrechte geschehen sind.
Es ist unerlässlich, dass die internationale Gemeinschaft die am Verhandlungstisch erzielten Vereinbarungen begleitet und verfolgt, bis die Grundlage dafür geschaffen ist, den sozialen, politischen und bewaffneten Konflikt in Kolumbien zu beenden.
Vor diesem Hintergrund rufen wir die Regierungen, die sozialen und politischen sowie die Friedensbewegungen dazu auf, diesen Prozess zu begleiten, ihn zu schützen und sowohl von der Regierung als auch von den Aufständischen zu verlangen, so lange im Dialog zu bleiben, bis der Weg hin zu einer wirklichen Lösung für den kolumbianischen Konflikt gefunden worden ist.

Wir ermahnen die Verhandlungsrunde dazu, dass sie in ihren Beratungen und Entscheidungen die Vorschläge berücksichtigt, die von der kolumbianischen Zivilgesellschaft gemacht worden sind, und sie zu Elementen einer demokratischen Legitimation von Seiten der Bevölkerung macht.
Wir sind davon überzeugt, dass der Frieden stabil und dauerhaft sein wird, wenn sich die ganze kolumbianische Gesellschaft dazu verpflichtet fühlt, zum Aufbau eines neuen Landes beizutragen. Und wenn der Staat über die kolumbianische Regierung die demokratischen Garantien für eine politische und soziale Beteiligung sicher stellt, damit Genozide vermieden werden, wie sie mit der Unión Patriótica, mit A luchar sowie mit anderen Organisationen zur Verteidigung der Menschenrechte geschehen sind.
Es ist unerlässlich, dass die internationale Gemeinschaft die am Verhandlungstisch erzielten Vereinbarungen begleitet und verfolgt, bis die Grundlage dafür geschaffen ist, den sozialen, politischen und bewaffneten Konflikt in Kolumbien zu beenden.
Vor diesem Hintergrund rufen wir die Regierungen, die sozialen und politischen sowie die Friedensbewegungen dazu auf, diesen Prozess zu begleiten, ihn zu schützen und sowohl von der Regierung als auch von den Aufständischen zu verlangen, so lange im Dialog zu bleiben, bis der Weg hin zu einer wirklichen Lösung für den kolumbianischen Konflikt gefunden worden ist.

PEACE IN COLOMBIA: A PROCESS WHICH WE SHOULD SUPPORT
CALL TO SIGN FOR PEACE
We, social organisations, political parties, trade unions, movements and individuals, signatories of this appeal, support and consider the initiation of the present dialogue between the Colombian Government and the insurgent Revolutionary Armed Forces of Colombia FARC-EP, under the auspices of the governments of Cuba and Norway, and with the accompaniment of Venezuela and Chile, to be a matter of the most vital importance, on political, social and humanitarian grounds.
We welcome the statement of the National Liberation Army ELN, expressing its willingness to participate in the discussion and in the search for a political solution to the social conflict and the armed conflict in Colombia which has lasted for more than five decades.
We consider that the new process of negotiation between the Colombian government and the insurgent movements is a real and positive contribution to the stability and normal development of the South American community and that it is also a contribution to the solution of regional conflicts which endanger World peace.
For these humanitarian reasons, we call on the participant parties, the insurgent movements and the Colombian government to demonstrate their determination and desire for peace by agreeing to a bilateral ceasefire. This would generate a favourable climate for their discussions and the attaining of an agreement, thereby avoiding an aggravation of the military confrontation and more suffering for the civilian population not involved in the armed conflict.
We appeal to the participants to include the proposals of Colombian civil society in their deliberations and decisions – thus taking into account and recognizing these proposals as elements of legitimate, democratic and popular participation.
We are convinced that a stable and lasting peace can be achieved, if the entire Colombian society feels involved in the construction of a new country. And if the State, though the Colombian government, can offer democratic guarantees for political and social participation, with the aim of eliminating political genocides, such as occurred with the Union Patriotica, A luchar and other organisations defending human rights.
The international community must accompany and follow up the conclusions coming out of these negotiations, until the achievement of a solid basis for the ending of the social, political and military conflict afflicting Colombia.
Therefore we call on governments, social and political organisations and peace movements to help along and to protect these talks, urging the Colombian government, as we also urge the insurgent movements, to keep the necessary discussions going as long as needs be to reach a lasting solution to the Colombian conflict.
